The EU Advanced Cargo Declaration regime will enter into force on January 1st 2011.
Failure to comply with these obligations in the regime will result in individual EU Member States imposing penalties in accordance with their national legislation; although, we are informed a two (2) month grace period where no fines will be imposed will apply from go live.
In order to comply with the requirements a ship operator (or it representative) which is importing to, or exporting goods from the EU is obliged to establish an interface with the computer system of that customs office to which they have to submit the required cargo information in advance.
